Brandon Garber, MPM brings over a decade of experience in Human Resources and nearly 20 years in training, public service, and organizational leadership. He launched GarberHR in 2020 and transitioned to running it full time in 2024. Today, he works with small businesses, nonprofits, and government organizations throughout Indiana and Ohio, helping them navigate real-world HR challenges with practical, legally sound solutions.
Prior to running GarberHR full time, Brandon served as the Director of Employee Relations and Compliance at Family Service Association of Howard County, a nonprofit organization based in Kokomo, Indiana. In that role, he managed the day-to-day operations and delivery of all HR services, including recruitment, compensation, benefits management, employee relations, compliance, and HR information systems. He handled vendor negotiations, benefits analysis, and annual renewals to ensure cost-effective, competitive offerings. Brandon also played a broader role in agency operations—supervising administrative staff, overseeing the IT department, and managing key programs like Community Partners and DCS. His work regularly intersected with grant compliance, strategic planning, and organizational risk management.
Before joining FSA, Brandon was Director of Human Resources at Bona Vista Programs, a large nonprofit agency serving individuals with disabilities. There, he led a team of HR professionals in supporting over 500 employees. His work included benefits administration, HRIS, hiring practices, policy compliance, and unemployment claim management. He also served as plan trustee for the agency’s 401(k) and was responsible for aligning HR operations with FMLA and employment law standards.
Brandon’s professional background began in criminal justice. He served for over five years as a Probation Officer in Miami County, where he supervised felony and misdemeanor caseloads. He later worked as a national Training Specialist for BI Incorporated, training law enforcement and corrections officers across North America in GPS monitoring and in-home detention systems. He has also served as a Reserve Police Officer for more than 17 years, currently holding law enforcement credentials with the Kirklin Police Department. Over the years, he has held the ranks of Corporal, Sergeant, and Training Coordinator.
Brandon holds a Master’s in Public Management and a Graduate Certificate in Public Affairs and Policy Analysis from Indiana University Kokomo, where he also earned two undergraduate degrees in Criminal Justice. He has taught as an adjunct professor at Indiana University Kokomo and Ivy Tech Community College, leading courses in Human Resources in the Public Sector, Public Management, Criminalistics, International Criminal Justice Systems, and Substance Abuse issues in society and family systems.
